You have another PXE server on your network that is responding to your clients. You need to disable or remove that other PXE server, or configure that other PXE server to allow the SCCM PXE server to respond first.
WebEven after re-deploying the TS... On your old boot image untick the 'deploy this boot image from the pxe-enabled dp' on the data source tab - this will remove the image from the 'pool' of potential boot wims. Personally I try to only have one boot.wim active at a time to avoid issues such as this. Hope this helps.
